Ciphers on Elysium

The Transcendent Order, throughout the PS material, has always been portrayed as a neutral faction. They're equally well-regarded by most of, if not all of, the other factions. Philosophically, they devote a lot of their focus on staying in tune with the Universe (Multiverse?), composed of it's many different ways of existing (Good/Evil, Law/Chaos, etc).

As such, it's always struck me as odd that they would headquarter themselves on Elysium, aligning themselves, as it were, with Goodness, rather than on the Outlands, where actions don't have to take on the overtones of a deep philosophical commitment to alignment. If staying in tune with the flow of the Universe is their main objective, then cruel/evil acts are just as likely to occur as kind/good acts.

I personally would have them HQed somewhere in the Outlands, most likely towards the calmer, more contemplative side of things (ie. the "Good" side of the Outlands) rather than on the plane of Ultimate Good itself.

I'm wondering if anybody else had given the topic any thought, or if it's just me.

I always supposed this had

I always supposed this had something to do with the 'sentience' of the plane itself, which might be pretty intriguing for Ciphers.

Elysium also seems to be an ideal place for meditation as its is peaceful and quiet without leaning towards order or chaos.
Compared to Elysium the Outlands are a rather turbulent place.

I suppose, though there are

I suppose, though there are places on the Outlands - notably, near to the Elysium side of things - that offer that peaceful, contemplative atmosphere. I guess I've always seen the faction as more devoted living and moving in tune/harmony with the Universe, which includes both good and evil things. That they act in ways that might be considered good or evil is a mistake in perception; they're acting from a place that is neither good nor evil.

Maybe what I'm seeing would be better positioned as a sect or off-shoot of the Ciphers, rather than the Ciphers themselves.

I just checked Planes of

I just checked Planes of Conflict, the Factols Manifesto and the Deva Spark, but couldn't find anything relevant about the connection of the Ciphers and Elysium.

Well I think thats true for masters of the mind and other Cipher high ups but lower ranking members might have a hard time to suppress their good/evil urges.

Especially for an evil Cipher (wasn't Rhys neutral evil at the start too?)
Elysium might make an interesting testing ground: As long as he is evil the plane will reject him and he won't be able to reach any destination. If he meditates, listens to the Cadence and changes to true neutral, the plane grows more hospitabele and his new won insight thus opens him a new door. of course his next problem is to prevent becoming neutral good.
