I think the price is fine. Rememberr that this will be much more common on the Outer Planes and hence cheaper. I do like you suggested game mechanics, and would like to use them if we are unable to unearth any more data from the archives of the original planewalker site.

Granted it would be cheaper on the outer planes, but it really should be priced higher, if only for game balance.
Correct me if I'm wrong (I'm working from a 3.0 PH) but silk rope is 10gp. Admittedly this weighs more, but shouldn't it cost more than silk? 20gp? In terms of mechanics, I would venture +1 to use rope checks, 1 hardness, 3 hp/in, and a break DC of 26.
